Health Alert for the Cornell community: Concern Regarding Syphilis and HIV in Tompkins County and at Cornell

To: All Cornell Users
From: univ-alert@cornell.edu
Subject: CU HEALTH ALERT: Syphilis and HIV

Health Alert for the Cornell community: Concern Regarding Syphilis and
HIV in Tompkins County and at Cornell

From Dr. Janet Corson-Rikert, Gannett Health Services, Executive
Director:

Gannett Health Services and the Tompkins County Health Department are
working together to make the community aware of the occurrence of
multiple cases of syphilis in Tompkins County, including several in the
Cornell community--student, faculty, and staff. To prevent further
transmission and assure appropriate treatment for those already
exposed, we are distributing broadly this information about syphilis
and HIV transmission, prevention, and FREE TESTING.

In contrast with the typical experience of one case of syphilis in the
county each year, nine people have been diagnosed with syphilis in the
past year. This increase reflects a troubling national trend in the
spread of syphilis, a highly contagious, yet treatable disease. Further
heightening local concern, some of the individuals recently diagnosed
with syphilis have been found to be co-infected with HIV.

In accord with state law, health department disease intervention
specialists have talked with diagnosed individuals in order to trace
potentially exposed sexual partners. Those identified to date have
been referred for testing and treatment. Unfortunately, contact
tracing has been incomplete due to patterns of anonymous and
internet-facilitated sexual encounters. A number of cases have
involved men who have had multiple sexual partners, both male and
female.

The U.S. Center for Disease Control and Prevention (CDC) provides
extensive information about syphilis and HIV, signs and symptoms,
transmission, prevention, testing, and treatment:

SHOULD GET TESTED?

- If you or a partner have had anonymous sexual activity, including
with someone you met on-line, you may have been exposed and should get
tested for syphilis and HIV as soon as possible.
- If you have had unprotected sexual activity with anyone and are
concerned that you may have been exposed to syphilis, HIV, or another
sexually transmitted infection, you should get tested; or, if you have
questions about your risk or need for testing, consult with a health
care provider.
- If you believe you have symptoms of syphilis or HIV (review CDC
information above), you should consult a health care provider and get
tested as soon as possible.

March 24 Crime Alert update and public safety initiative announcement

During the past several weeks, there has been a rash of reported
criminal incidents in and around the Cornell University campus, most of
which have resulted in arrest or indictment.

Cornell University Police is now reporting that the Ithaca Police
Department is investigating two additional armed robberies that
occurred in the past week and that appear to be related to each other
and to an incident reported in the Crime Alert issued on Monday, March
24, 2008. These additional robberies were not reported at first to
police agencies by the victims. All of the incidents are now being
jointly investigated by the Ithaca Police Department and Cornell Police.

The initially reported robbery occurred at about 11:15 p.m. Sunday,
March 23, near the Chapter House on the 400 block of Stewart Avenue and
was reported in the March 24 Crime Alert. According to the new
information, this incident was preceded by another robbery that took
place at approximately 11 p.m. in an apartment in the 400 block of
Stewart Avenue. The male victim reported he was inside his apartment
when two subjects entered the apartment, one armed with a handgun, and
robbed the occupant of cash and other items. The victim was not a
Cornell student.

A third robbery occurred on March 29 at approximately 10:30 p.m. in a
room in a fraternity located on West Campus. The room was occupied by
Cornell students and others. Two acquaintances of one of the students
then entered the room, and one of the acquaintances reportedly pulled
out a handgun and robbed the other occupants of cash and other items.

In all three cases, the victims described the two robbery suspects
similarly. After a joint investigation by the Ithaca Police, Cornell
University Police and the Tompkins County District Attorney’s Office,
one suspect has been apprehended . The second subject has been
identified by the Ithaca Police and is being sought by authorities. A
warrant for the arrest of Whitley Taylor, aka “Cash,” 36, for robbery
in the first degree has been issued. Taylor is described as being a
black male, 6 foot 8 inches tall, weighing 312 pounds.

To respond to the rash of recent serious criminal incidents, Cornell
University Police will step up its collaboration with the Tompkins
County Sheriff’s Department, the Ithaca Police Department and the
Cayuga Heights Police Department to heighten the visibility of
public-safety patrols around the Cornell campus during the spring
semester.

In addition to enhanced police patrols, Cornell Police will have its
public safety auxiliary units patrolling several areas of campus
throughout the rest of the semester. These unarmed auxiliary units,
whose members will be clearly identified with bright green vests, will
be available to serve as extra “eyes and ears” for police patrols and
are trained to spot and relay information about suspicious and criminal
activity. The public safety auxiliary personnel will travel in pairs
and will be available to the public during their patrols to take
information that will be radioed to uniformed officers and also to
provide a walking escort as needed.

“Maintaining the safety of the Cornell community is always our primary
concern, and we believe that this increased public-safety visibility
will supplement our ongoing efforts,” said Cornell Police Chief Curt
Ostrander. “Also, we continue to ask members of our community to help
us, and themselves, by taking prudent and necessary safety precautions,
such as locking their doors and windows at all times and traveling in
groups in well-lighted areas at night.”

Suspicious activity on the Cornell campus should be reported to Cornell
Police by calling 255-1111. Report an emergency by calling 911 or by
using any Blue Light or other campus emergency phone. Suspicious
activity off campus can be reported to the Tompkins County Emergency
Dispatch Center at 272-2444, or to the Ithaca Police Department at
272-3245 – or by calling 911 in an emergency.

Cornell Police reminds people to lock their windows and doors at all
times, to be aware of their surroundings at night, to avoid darkened
and secluded areas, and to walk in groups.

Members of the campus community are asked to take advantage of
Cornell’s Blue Light services, including: the Blue Light emergency
telephones around campus, which have direct lines to Cornell Police;
the Blue Light bus service that operates daily on campus from 6:30 p.m.
to 2:30 a.m.; and the Blue Light escort service, which provides night

Second Cornell student hospitalized with presumed bacterial meningitis

A Cornell University student was hospitalized at Cayuga Medical Center
(CMC) March 13 with presumed meningococcal meningitis and is in stable
condition. He is the second Cornell student to develop the disease in
the past week. On March 8, a 21-year-old student was hospitalized at
CMC and is currently recovering in a hospital close to her home.

Tompkins County Health Department officials are working closely with
Cornell and Gannett Health Services staff to identify people with whom
the students recently have been in close contact to arrange the
delivery of preventive medication. In conjunction with the New York
State Department of Health, they are pursuing the possibility of a
connection between the two cases.

Anyone who attended parties at the following dates and locations,
below, should seek preventive antibiotic from Gannett Health Services
or another health care provider, as soon as possible:
- March 6 at 124 Catherine St.
- March 6 at 118 Cook St.
- March 8 at 306 Highland Ave. (Tau Epsilon Phi)

All members of the Cornell community, regardless of attendance at these
parties, should be on the alert for the signs and symptoms of
meningococcal disease and aware of ways to reduce the risk of infection.

Meningococcal meningitis (not to be confused with viral meningitis) is
a serious – though rare – infectious disease that can cause permanent
health problems or death. People are advised to be aware of their
health and watch for symptoms of the illness, which include fever,
headache, nausea, vomiting, stiff neck, rash, irritability and mental
confusion. If you have any of these symptoms, seek immediate medical
care.

Meningococcal disease is transmitted through the air via droplets of
respiratory secretions and direct contact with infected persons.
Individuals can reduce their risk by avoiding direct contact (kissing,
sneezing or coughing on someone) and oral contact with shared items
like glasses, bottles, food, utensils, cigarettes, pipes, lipsticks and
lip balms.

A vaccine is available that reduces the risk of infection with certain
types meningococcal disease. The U.S. Centers for Disease Control and
Prevention (CDC) has issued recommendations stating all adolescents
should be immunized against meningococcal disease. The American College
Health Association (ACHA) supports these recommendations, stating
college students under 25 years of age who wish to reduce their risk
for the disease may choose to be vaccinated. The vaccine, given in one
shot with minimal side effects, is available at Gannett Health Services
for a fee to members of the Cornell community.

Information about meningococcal disease and vaccination is available on
the Gannett Health Services web site: (www.gannett.cornell.edu).
Students with concerns about symptoms of illness or exposure risk can
consult by phone with a Gannett health care provider any time of the
day or night at (607) 255-5155. The Tompkins County Health Department
can provide further information about the disease and concerns about
the public health at (607) 274-6616.

Please Help Save Energy Over the Holidays and Throughout the Year.

Dear Members of the Cornell Community:

Each year at this time, I request your renewed support in reducing
energy use and expense during the holiday season and throughout the
year. Since 2001, your help has saved up to $100,000 in electricity
over each 10-day holiday period. The request is even more critical this
year as we begin our formal planning toward: a climate neutral future;
and driving Cornell's net global warming gas emissions from campus
energy use, commuting energy use, and university sponsored air travel
toward zero. This is a truly visionary goal, and one that will require
input and action from every student, faculty, and staff member.

Cornell's longstanding commitment to energy conservation has resulted
in nearly flat energy use from 1990 to 2007, a period of significant
renewal and new space addition. This is an exceptional accomplishment
for which we can all be very proud. In 2001, the university committed
to strive toward a Kyoto Treaty-based goal for carbon dioxide
emissions. Conservation efforts, together with the highly efficient
Combined Heat and Power project, aim to reduce emissions well below
that goal by the end of the Kyoto compliance window in 2012. In 2007,
President David Skorton signed the Presidents Climate Commitment, which
requires us to prepare a Climate Neutrality Plan; members of the
administration, faculty, and student body will formalize this plan by
Fall 2009.

As a first and easy step to reduce energy use, please consider turning
off computers and monitors, office copiers, printers, research
equipment, lighting, and any other non-critical electric loads in your
facilities during the holiday break. Also, ask your network
administrator if it is possible to set your computer control panel's
"power options" features to reduce monitor energy use. If your computer
is currently not backed up or updated at night, you can also shut it
off. Please see
http://computing.fs.cornell.edu/fsit/sustainable/fsit_sustainability.cfm
and your computer support person for details or questions about
minimizing computer energy use.

Further, if there are ways by which you can safely reduce the use of
ventilation, heating, and cooling, please also make these changes. An
effective step in this regard is to close fume hood sashes; "Wet Labs"
are extraordinary consumers of energy. Whenever purchasing office or
laboratory equipment that consumes energy, please request Energy Star
or the highest efficiency available to reduce life-cycle costs and
energy use. For other savings tips and information on Cornell's
conservation efforts, energy use and carbon dioxide equivalent
emissions from campus buildings, visit http://www.utilities.cornell.edu.

Many thanks for your help now and throughout the year, and my best
wishes for the holidays.

The contractor for the City of Ithaca working on the Thurston Avenue
bridge project plans to pour the bridge deck early Friday morning, July
6. Work will begin at approximately 2:00 AM and continue until about
noon.

The actual pour will begin at about 3:00 AM, starting in the center of

trucks will be using East Avenue to access the south side of the bridge
and Waite Ave for the north side. There will never be more than 1 - 2
trucks at a time on each end of the bridge. They will be staged in an
area of each roadway that is already closed.

We expect approximately 50 people to be working on the bridge pour.
Most will park along one lane of Forest Home Drive on the south side of
the bridge and in the Contractor staging area on the north side.

The contractor is providing a flag person to facilitate use of the
Alumni House employee and visitors parking lots if necessary.

If all goes well the contractor expects to be complete with the
concrete trucks by 8:00 AM, with the remainder of the time spent
finishing the slab and cleaning up.

600 Block Of Dryden Road Closed For Paving Beginning July 2

The City of Ithaca has announced a three-week project to mill and pave
the 600 block of Dryden Road (Route 366) from the five corners
intersection (Maple Avenue, Dryden Road, Cornell Street, Oak Avenue,
and Ithaca Road) to the Hoy Road campus entrance.

Detours will be set up early on the morning of Monday, July 2. Both
southbound and northbound traffic will be detoured onto Pine Tree Road
and Maple Avenue; when work is being done in the five corners
intersection, flaggers will direct traffic.

Travel on that section of Route 366 will be limited to only those
accessing the Humphrey's Service Building (HSB) 'Z' and 'ME' parking
located on the west side of the building. Those parking at HSB will
need to enter the closed section of road from the Hoy Road
intersection. Access will be maintained until the day paving takes
place. On that day (yet to be determined) permit holders may instead
park in the 'T' parking area (the old Oxley Lot). We will alert permit
holders when a paving date is set. Also, on that day, the City will
create a temporary crosswalk to the Service Building.

For more information, visit the City of Ithaca's Web site at
http://www.tompkins-co.org/city/detail.asp?PROJECTID=174

The project is expected to be completed by Friday, July 20 (weather
permitting).

Portions of George Jessup Road on North Campus will be closed for
milling and paving work beginning shortly after June 11, 2007.

The section of George Jessup Road extending from Triphammer Road to the
A Lot Drive intersection will be closed completely for an estimated 3
weeks. When that segment is completed, the roadway from A Lot Drive to
Pleasant Grove Road will close for an estimated 4 weeks. A Lot Drive to
George Jessup Place (crossing George Jessup Road) is scheduled to
remain open during the entire project, except for brief closures to
complete paving in the intersection.

There will be no pedestrian access through the project areas. To
maintain safety and security, pedestrians must cross at the nearest
open intersection.

TCAT will reroute affected buses and relocate bus stops. Please visit
http://www.tcatbus.com or call 277-RIDE for the most up-to-date route
and schedule information.

Work is scheduled to be completed by August 13, 2007.

Cornell University Delayed Opening Until 9:00 AM February 15, 2007

Cornell University will delay opening until 9:00 AM Thursday, February
15, 2007. This allows our crews extra time this morning to clear
sidewalks, parking lots and roadways on campus. This also provides
extra time for outlying roadways to be cleared.

The first classes will begin at 10:10 AM.

High winds and blowing snow will continue cause problems on sidewalks
and roadways throughout the day.

Essential personnel should report at normal times. We are mindful that
faculty and staff will need to assess their own circumstance and plan
accordingly.

Any changes to the regular bus schedules will be posted to the Special
Condition web page (http://cuinfo.cornell.edu/SpecialConditions/) .

Hoy Road Parking Garage Construction

The Hoy Road parking garage will be closed beginning Saturday, July 1
at 12:01 a.m. until Monday, July 10 at 5 a.m., to for surface cleaning
and the application of liquid concrete sealers to all concrete driving
surfaces, which requires drying time.

During this closure, G permit holders must park in tier 2-4 areas where
their permit is valid. Tier 6 and Z permit holders may also use lower
tiers.

We anticipate, through the remainder of the project, that 50 to 75
percent of the garage will be usable. There may be other brief but
unavoidable closures.

Crime Alert: Collegetown Intruder

The Ithaca Police Department is currently investigating a series of
trespass complaints that have occurred in the Collegetown area. These
incidents have been occurring sporadically for the last year and a
half. The incidents involve a white male suspect entering the unlocked
apartments of female occupants during the early morning hours. The
intruder enters the bedroom of the female occupants and watches them
sleep. On occasion the suspect will deliberately make a loud noise with
the intention of waking the person. Once the occupant acknowledges the
suspect's presence, the perpetrator flees the apartment. Among the
areas the subject has targeted in the past are: College Avenue,
Catherine Street, Williams Street, Elmwood Avenue, Linden Avenue and
Stewart Avenue areas. The suspect is described as a white male, 5'8"to
6'0", thin build to medium build.

Entry into the apartments was gained either through unlocked windows or
unlocked doors.

Residents are reminded to keep doors and windows locked and secured.
Any incidents of trespass or other type of criminal behavior in the
Collegetown area should be reported immediately to the Ithaca Police
Department

Anyone with information about the above incidents is asked to contact

Back to School Traffic

3,500 new students and their families will be arriving at Cornell on
Friday, August 20. With this will come the inevitable influx of traffic
and congestion as they try to make their way around campus.

Please consider the following as you make your transportation and
parking plans for that day:

… Allow staff who ask to take a vacation or personal day on Friday,
August 20 to do so, as long as your staffing and workload permits.
… Avoid arranging deliveries of equipment or supplies on this day.
… Avoid driving on campus, if possible. Campus Road and the North and
West Campus areas will be extremely congested.
… If your staff must come to North and West Campus, please inform them
about special traffic patterns that have been set up for the day in
these areas.
… Encourage the use of TCAT buses and car-pools.
… Jessup Road will only be open for move-in traffic.
… 'A' Lot will be open only for new students and their parents ('A'
permit holders will be notified separately about alternate parking).

Faculty and staff cooperation with these traffic and parking
arrangements is essential to minimizing Fall Opening's impact on the
daily business of the campus. It will insure that fire and life safety
access is maintained; and help ease the anxiety of a very stressful but
exciting day for new students and their parents.
